Your town doesn't need to know that it's a home made yurt. Just apply for a building permit. They are more concerned with distance from boundaries of your property/road/neighbors.

I used the pacific yurts design and the piers sit on the ground--not below frost.
I have had the yurt 3 years now and no heaving.

You can use the gutter system 3 seasons, take it down in winter.
Depending on what you are using the water for I would prefer it higher up than around the skirting.
