Because then the lattice wouldn't sit tight up against the skirt. Also, if the felt will go past the top of the floor and overhang, which is a better seal than butting up against the floor itself. ...

Oh, you should be good then as far as clearing the ground. What usually is done, is that a skirt of bended plywood is put around the edge of the platform and the lattice bumps up against it. It...

I would place the felt outside, definitely. If you can leave a gap between the floor of the deck, so it will not sit in the water, even better.
