OK ..illegal activity? Huh? Why were the plants ripped out? And what was the fine all about?

Wife and I were big 'Xena' fans way back when. lol That show was shot near Aukland. I had friends in college that had an interest in moving to NZ and starting kiwi farm. I lost track of them. If they actually went ahead and did that they'd have retired very wealthy.
