I know that in a Mongolian Yurt the normal approach is to steam bend the poles for the lattice, but do I need to do this on a yurt with vertical rafter supports going down to floor level?

Usually we have about two feet max, but in a hard winter we could have up to twice that if it falls faster than it melts.

Buildings locally have to be made to withstand about nine feet of snow on...

Okay, so from inside to outside:

1: Cotton cover to look nice.
2: reflective silvery cover to reflect heat back into the Yurt.
3: felt or other material to trap ambient warmth.
4: "Damp Proof"...
